Learning Manager - Bilingual

Manager, Learning designs and executes learning and development initiatives that align with business priorities and strategies. This role involves collaborating with business leaders and internal departments to recommend effective learning solutions, managing learning projects, and developing best-in-class programs. Responsibilities include analyzing learning needs, leveraging training evaluation frameworks, and using data-driven insights to continuously improve learning programs. Additionally, the Manager, Learning manages the learning catalogue and delivery platform, oversees the Continuing Education Program, and leads a team to foster a positive and collaborative work environment. This expertise helps close skill gaps, improve performance, and support workforce transformation.
Key Responsibilities
Learning and Development Design & Execution
- Work closely with business leaders, project teams, and other internal departments throughout the learning process to understand business priorities, needs, strategies, and recommend an appropriate learning solutions and metrics.
- Influence stakeholders without authority and provide consultation on potential solutions that will close skill gaps, improve performance, and effectively manage change.
- Project manage small learning projects, keeping track of tasks, timelines and an assigned budget.
- Develop a best-in-class learning programs to address project and program needs while keeping sight of organizational and strategic goals.
- Develop a deep understanding of the business, future of work, and industry knowledge to better serve our internal client groups.
- Provide advisory services to the business, as required, to help align employee development with both individual and organizational learning and development needs.
- Own the delivery of learning solutions, ensuring positive learner experience.
- Facilitate learning delivery as required – effectively engage learners using a variety of techniques and deliberately measure learning acquisition through a variety of approaches from informal to formal.
Analysis and Evaluation
- Analyze the learning needs through a variety of approaches including surveys, interviews, focus groups, and review of available data.
- Partner with internal partners to ensure accuracy of analysis and validate identified gaps.
- Leverage established training evaluation frameworks (i.e. Kirkpatrick, Phillips ROI, Kaufman) for learning evaluation to determine the effectiveness of learning programs and return on investment.
- Use data driven insights to identify learning requirements, business needs related to performance and talent development, and opportunities for continuous improvement of learning programs.
- Stay abreast of strategic emerging industry trends, with a keen focus on skill development to support workforce transformation.
Content & LMS Management
- Manage learning catalogue and delivery platform (Litmos); participate in evaluation of learning tools with global learning teams.
- Oversee the Continuing Education (CE) Program, including program reviews and recommendations, drive enhancements to participant experience including process automation and curated learning recommendations.
Leadership and Team Management
- Leadership of Learning Administrator, fostering a positive and collaborative work environment.
- Drive accountability by setting clear expectations, providing regular feedback and conducting performance evaluations and talent assessments.
- Mentor and develop staff, promoting continuous learning and professional growth.
Skills & Qualifications
- Leadership Experience: Minimum of 2 years of experience in a management role, preferably in a learning and development function. Minimum of 5 years’ experience in learning and development, with experience in content and program development.
- Technical Proficiency: Microsoft 365 applications, learning authoring tools (Articulate and Adobe). LMS management experience (Litmos an asset).
- Methodologies: Experience with instructional design such as ADDIE or SAM, eLearning and facilitated programs.
- Organizational Skills: Strong organizational and time-management skills, with the ability to manage multiple priorities and meet deadlines.
- Communication Skills: Excellent written and verbal communication skills, with the ability to interact effectively with clients, staff, and external partners.
- Critical Thinking: Proven ability to analyze complex situations, identify key issues, and develop effective solutions. Demonstrates strong problem-solving skills and the capacity to make well-informed decisions under pressure.
- Education: Bachelor's degree in education or adult education; equivalent combination of education and experience.
- Language Proficiency: English and French fluency
