The Alcohol and Gaming Commission of Ontario (AGCO) is a regulatory agency that reports to the Ministry of the Attorney General. The AGCO is responsible for regulating the alcohol, gaming (igaming, casino, lottery, and charitable gaming), horse racing, and cannabis sectors in Ontario, in accordance with the principles of honesty and integrity, and in the public interest.

The AGCO’s Strategic Policy and Market Insights Branch is seeking a strategic and analytical professional to join our team as an Advisor, Research and Market Insights. Under the direction of the Manager, Research and Market Insights, the Advisor, Research and Market Insights plays a key role in supporting the AGCO’s research agenda, strategic partnerships, and engagement with industry stakeholders to assist in the generation of market insights that inform policy and regulatory decision-making as related to the alcohol, cannabis, gaming and horse racing sectors in Ontario.

In this role, you will support AGCO’s participation in industry conferences and events and help to ensure that regulatory approaches are informed by data-driven insights and a comprehensive understanding of the evolving marketplace and its stakeholders.

The successful candidate will:

  • Use research and analysis skills to contribute to the identification of research needs and the development of methodologies to support evidence-based policy development and facilitate the development of market insights. 
  • Support research projects and identify opportunities to access relevant scientific literature publications.
  • Analyze and maintain large amounts of complex data to identify trends, developments, and best practices in policy development and regulatory frameworks for the alcohol, cannabis, gaming, and horse racing sectors.
  • Apply knowledge of stakeholder management strategies and relationship-building skills to assist and support policy and program consultations with government, industry, and AGCO stakeholders.
  • Assist in the development and maintenance of stakeholder databases and engagement plans.
  • Develop and prepare effective reports, presentations, briefing materials and other products as needed.
  • Communicate complex issues and insights to a diverse range of audiences, including senior decision-makers.
  • Apply strong interpersonal skills to proactively engage with subject matter experts to support the development of market insights and expand the availability of data across the AGCO. 

The ideal candidate will have:  

  • Background in Public Policy, Political Science, Economics, Business Administration, and/or equivalent experience developing critical and strategic thinking.
  • Knowledge of and experience in stakeholder management and policy analysis, preferably within a public sector or regulatory setting.
  • Understanding of government decision-making processes and policy development processes to support policy development, planning, and research.  
  • Solid experience in quantitative and qualitative research and evaluation, including research design, data capture, data analysis, and data interpretation.
  • Some knowledge of modern regulatory frameworks, the regulation of AGCO sectors, and the broader political and social landscape.
  • Solid judgment and analytical skills to interpret complex information, assess risks, develop sound solutions and recommendations, and evaluate program results and effectiveness.
  • Strong problem-solving skills, including the ability to identify policy and program challenges, evaluate options, and develop feasible and innovative solutions.
  • Proven ability to handle multiple projects simultaneously by planning and prioritizing complex projects under tight time constraints.
  • Exceptional written and verbal communication skills, including the ability to produce project plans, reports, and briefings, as well as present complex information clearly and concisely to AGCO and external stakeholders.
  • Ability to develop and maintain effective working relationships and partnerships with team members and various divisions within the AGCO.
  • Political acuity to analyze and communicate complex information.
  • The successful candidate must be eligible to work in Canada and will be subject to a criminal background check.
