The Alcohol and Gaming Commission of Ontario (AGCO) is a regulatory agency that reports to the Ministry of the Attorney General. The AGCO is responsible for regulating the alcohol, gaming (igaming, casino, lottery, and charitable gaming), horse racing, and cannabis sectors in Ontario, in accordance with the principles of honesty and integrity, and in the public interest. 

The AGCO’s Strategic Policy and Market Insights Branch is seeking a strategic and analytical professional to join our team as a Senior Advisor, Research and Market Insights. Under the direction of the Manager, Research and Market Insights, the Senior Advisor, Research and Market Insights plays a key role in setting and managing the AGCO’s research agenda, fostering strategic partnerships, and engaging with industry stakeholders to generate market insights that inform policy and regulatory decision-making. 

In this role, you will lead the development of research agendas and sector engagement strategies, analyze market trends, and identify emerging risks and opportunities. You will also support AGCO’s participation in industry conferences and events, and ensure that regulatory approaches are informed by data-driven insights and a comprehensive understanding of the evolving marketplace and its stakeholders.

The successful candidate will:

  • Lead research and analysis efforts to identify research needs, develop methodologies, and support evidence-based policy development.
  • Manage and support research projects, including commissioning external research and collaborating with academics and thought leaders.
  • Analyze data, industry trends, scientific literature publications and political developments to generate insights, conduct environmental scans, and inform regulatory decisions.
  • Develop and implement stakeholder management strategies, including stakeholder mapping, engagement plans, and multi-stakeholder consultations.
  • Generate market insights through direct engagement with stakeholders and industry, while managing feedback platforms for public and sector consultations.
  • Provide advisory support for managing key AGCO stakeholder relationships across diverse networks to facilitate the development of market insights.
  • Communicate complex issues and insights to a diverse range of audiences, including senior decision-makers and members of the public.

The ideal candidate will have:

  • Background in Public Policy, Political Science, Economics, Business Administration, or equivalent senior experience developing critical and strategic thinking, with a minimum of three years of professional experience in research, stakeholder management and/or policy analysis, ideally within a public sector or regulatory setting.
  • Advanced knowledge of research techniques and methods, trends and statistical analysis – including qualitative and quantitative analysis and jurisdictional and cross-sectoral impact analysis.
  • Strong knowledge of current trends and techniques in stakeholder relations and engagement to support organizational priorities.
  • Deep understanding of modern regulatory frameworks, the regulation of AGCO sectors, and the broader political and social landscape.
  • Excellent ability to interpret and apply legislation, regulations, and policies related to alcohol, gaming, cannabis, and horse racing regulation.
  • Strong judgment and analytical skills to interpret complex information, assess risks, develop sound solutions and recommendations, and evaluate program results and effectiveness.
  • Proven ability to plan and lead complex projects, set priorities, anticipate issues, and implement recommendations across functional teams and working groups.
  • Strong consultative, change management and relationship-building skills, with a demonstrated ability to develop and maintain positive relationships with internal and external partners.
  • Excellent diplomacy and facilitation skills to navigate competing perspectives, generate consensus, and effectively represent AGCO at external events, forums, and stakeholder engagements.
  • Intuitive and creative thinking skills with a strong commitment to solving complex problems through collaboration, engagement and consensus building.
  • The successful candidate must be eligible to work in Canada and will be subject to a criminal background check.
