How you will contribute as part of the TRCA team:

The Senior Engineer, Water Resources Engineering leads a team of Engineers and Technologists and the review and commenting on complex development applications associated with the Planning Act, the Environmental Assessment Act (EA) and pursuant to the Conservation Authorities Act focused on water resources engineering. The Senior Engineer, participates in TRCA’s Flood Forecasting and Warning Program and provides senior technical support for internal projects related to water resources.

 

Major Responsibilities:

  • Reviews and comments to guide the design for complex multi-discipline development applications (private and public sector works) related to Subwatershed Studies, Master Environmental Service Plans (MESP), subdivision plans, site plans, and zoning amendments; participate in files being appealed to the Ontario Lands Tribunal or part of a prosecution as required
  • Provides review and comments for development applications in areas of environmental or political sensitivity or areas, including Special Policy Areas
  • Reviews and comments to guide design for complex multi-disciplinary infrastructure applications (public sector works) related to new and replacement infrastructure, including Master Plan studies, large roadway studies, and public building and parking structures; participating in reviews of environmentally or politically sensitive applications as required
  • Review development applications for adherence to TRCA and MNRF standards and guidelines using advanced hydrologic and hydraulic modeling software tools to assess site grading, stormwater management, floodplain management, wetland water balance, fluvial geomorphology, and erosion and sediment control plans
  • Review aspects for the above focuses on the water resources engineering requirements, including checking the hydrologic and hydraulic modelling for accuracy and compliance to TRCA and provincial standards and guidelines using a variety of computer models and an assessment of the grading, stormwater management, floodplain management, feature based water balance, fluvial geomorphology, and erosion and sediment control plans for compliance to TRCA and provincial standards and guidelines
  • Completes QA/QC reviews of complex work submitted by external consultants in support of Infrastructure and Restoration Division projects to ensure compliance with TRCA and provincial standards and guidelines
  • Performs on-call after hours function approximately 8-12 times a year, completing daily operational tasks and procedures as per Flood Forecasting and Warning Program
  • Leads a team of staff and ensures that team members understand expectations; communicates schedule, tasks and discusses priorities of items
  • Communicates with team members regularly to assess workload and status of activities, amends work and reassigns staff as needed to direct workflow and accommodate for any situational circumstances
  • Manages employee performance and individual team performance

 

What will you need to succeed:

Education (degree/diploma/certifications/licenses)

  • University degree in an Engineering, Water Resources or related discipline.
  • Licensed Professional Engineer with Professional Engineers Ontario
  • Valid Ontario Class G2 driver's license

 

Experience

  • 5+ years of work experience in water resources engineering related to flood hazard computer modelling and mapping, hydrologic computer modelling, stormwater management design and computer modelling, and erosion and sediment control
  • 2+ years of progressive managerial, supervisory or project management experience

 

Knowledge/Skill/Ability - Competencies

  • Demonstrated expertise to conduct complex flood plain assessments, including preparation of hydrologic and hydraulic computer modelling, flood plain mapping production and/or adjustment, and mitigation practices within a floodplain
  • Demonstrated expertise to conduct stormwater management designs and/or reviews, including an understanding of facilities and best-management-practices that provide stormwater management quality treatment, quantity control, erosion control, and water balance.  This must include conventional and LID/green infrastructure practices
  • Demonstrated expertise to prepare and/or review complex erosion and sediment control drawings and reports
  • Demonstrated expertise with hydrologic/hydraulic computer models, including HEC-RAS, Visual OTTHYMO, and PCSWMM
  • Understanding of 2-dimensional modelling uses and limitations
  • Demonstrated working knowledge of legislation and practices relevant to land use planning, environmental assessment act (provincial, CA and federal), and water management
  • Good interpersonal skills and ability to work as a team member to coach staff and work with stakeholders (internally and externally) and negotiate project variance/timelines; ability to deal tactfully and courteously with stakeholders, public officials
