How you will contribute as part of the TRCA team:

The Senior Project Manager is responsible for managing multiple complex projects, while supervising a small team within the project area. The Senior Project Manager collaborates with TRCA teams, project partners and stakeholders to manage as well as plans, develops and implements complex projects with high levels of risk. This role manages critical relationships with stakeholders while providing subject matter technical expertise and contributing to project execution.

 

The Restoration and Infrastructure Division’s Soils Management team provides corporate-wide professional and strategic expertise on environmental site assessments, soil quality testing, excess and contaminated soils management. This position plays a key role in delivering TRCA's Soil Management quality assurance and quality control program which is designed to ensure that TRCA's land and water assets are protected from contamination.

 

Major Responsibilities:

  • Provides technical guidance and oversight on inland fill and lakefill operations, dredging projects, support special investigations and remediation projects
  • Initiates and executes various environmental programs related to the On-Site and Excess Soil Regulation (Ontario Regulation 406/19)
  • Leads and manages all aspects of assigned complex high risk, often multi-year projects including project charter, project plan and schedule, project approvals, project resources, project progress, budget, risk management, issues management, change management, resource management, and quality assurance
  • Supports establishing project management methodology and systems, including standardization in areas relating to project administration, documentation, progress tracking and technical designs
  • Establishes project goals and objectives, develops project control procedures and quality assurance activities for projects, and develops approaches to measure and reports on performance
  • Determines multi-disciplinary project requirements, conducting research and evaluations, and obtaining all approvals and sign-offs
  • Engages and works in collaboration with project staff, TRCA divisions and external project partners and coordinates Project Management Teams, Working Groups or Committees
  • Prepares preliminary work plans to develop estimates for projects. This includes working with staff to develop preliminary estimates and determining the number of hours required to complete planning, design, approval, procurement, and other phases of the project
  • Prepares, in conjunction with the procurement team, procurement documents, contract agreements; develops Request for Proposals (RFP) with proficiency and evaluates proposals
  • Oversees the work of consultants or contractors ensuring adherence to project scope, timelines, budget and requirements; evaluating performance to ensure adherence to project schedule, budget, scope, and contract terms
  • Negotiates and documents complex project changes involving scope, timelines, and budget
  • Prepares, manages and control project budgets. Negotiate and document changes involving scope, timelines and budget impacting the project
  • Identifies cross business unit and divisional initiatives to produce synergies and economies of scale
  • Oversees the coordination and drafting of grant applications and funding proposals for specific projects, including non-traditional funding sources and partnerships to achieve mutual objectives
  • Reporting on project progress (including financials) as part of the internal budget process or to funders through fee for service agreements
  • Provides technical expertise and supports the identification, mitigation and/or implementation of project risks and liabilities, collaborating with Senior team members to forecast potential road blocks.

 

What will you need to succeed:

Education (degree/diploma/certifications)

  • University degree in Environmental Science, Engineering, or Environmental Planning/Management
  • Valid Ontario Class G2 driver's license

 

Experience

  • 5+ years of experience managing complex multi-disciplinary project in relevant field with minimal direction, while effectively balancing political, community and stakeholder interests and meeting project deadlines
  • 1+ years of progressive managerial, supervisory or project management experience
  • Experience implementing various environmental programs related to the On-Site and Excess Soil Regulation (Ontario Regulation 406/19)

 

Knowledge/Skill/Ability - Competencies

  • Thorough knowledge of the soil management industry and the associated regulatory standards
  • Thorough knowledge of laboratory analytical standards and protocol
  • Thorough understanding of Ontario Ministry of Environment guidelines relating to lake filling and site remediation
  • Practical working knowledge of Regulation 153/04
  • Able to comprehend documentation that is technical or scientific in nature, skilled in writing technical reports or manuals and communicating these to a non-technical audience
  • Knowledge of procurement practices, project management and risk management concepts
  • Able to self-manage workload and prioritize tasks as an ongoing challenge in a frequently fluctuating workload and multiple deadlines
  • Ability to design and conduct public engagement and facilitate negotiations
  • Knowledge of best management practices, and up-to-date knowledge of mitigation and controls, as well as safe work procedures
  • Effective problem-solving skills and leadership skills, including staff coaching and managing performance and working collaboratively with other divisions. Strong budget management and cost control skills
  • Excellent interpersonal skills and ability to work as a team member to coach staff and work with stakeholders (internally and externally); ability to deal tactfully and courteously with stakeholders, public officials
  • Knowledge of Occupational Health and Safety Act and regulations and the Accessibility for Ontarians with Disabilities Act
  • Proficiency in MS Office suite including online software such as MS teams, WebEx, and SharePoint, as well as other Project Management software
