How you will contribute as part of the TRCA team:

The Engineer, Flood Risk Management is responsible for the planning, and implementation of floodplain mapping and flood infrastructure mitigation, providing engineering knowledge in flood modelling and risk management.

 

Major Responsibilities:

  • Leads the full delivery of flood plain mapping studies including hydrology and hydraulic modelling updates, mapping updates, flood plain mapping extensions, and flood plain spill assessments.
  • Supports flood modelling initiatives for municipal flood risk assessments, including work planning, budgeting, internal and external coordination, data processing, model execution, results interpretation, and presents this work for our municipal partners and stakeholders.
  • Provides general technical guidance on watershed plans related to flood and erosion hazards.
  • Participates in the preparation of funding grant applications including initial project identification and planning, preliminary budgeting, return on investment calculations and other application content.
  • Supports Flood Hazard Identification and Mapping program funded flood plain mapping studies.
  • Provides project management including the procurement process, budget tracking, contract management, provide guidance and advise on technical issues, complete the QA/QC process, liaise with consultants, municipal partners, and key stakeholders for the successful delivery of projects.
  • Completes technical reviews of work submitted by external consultants in support of flood risk assessments and flood risk reduction projects to ensure compliance with TRCA and Ministry of Natural Resources and Forestry (MNRF) standards and guidelines.
  • Prepares engineering reports, and sign and stamp engineering reports and flood plain map sheets for engineering work undertaken internally at TRCA.
  • Encourages and contributes to the development and implementation of industry best practices, more efficient processes and procedures and the innovative use of new technology.
  • Acts as an on-call Flood Duty Officer as part of TRCA’s Flood Forecasting and Warning Program.

 

What will you need to succeed:

Education (degree/diploma/certifications/licenses)

  • University degree Civil/Environmental/Water Resource Engineering, or a specialization in related field
  • Licensed Professional Engineer certified with Professional Engineers of Ontario
  • Valid Ontario Class G2 driver’s license

 

Experience

  • 4+ years of work experience in engineering practice related to major tasks

 

Knowledge/Skill/Ability – Competencies

  • Working knowledge of hydrologic/hydraulic computer models (e.g. HEC-RAS, MIKE Flood, Visual OTTHYMO, and PCSWMM).
  • Knowledge of legislation, policies, procedures, and practices relevant to land use planning, environmental assessment act (provincial, CA, and federal), and water management.
  • Proven ability to provide sound engineering advice and solutions to solve various water resources engineering technical problems.
  • Knowledge of the Municipal Class Environmental Assessment and Conservation Authority Class Environmental Assessment processes.
  • Knowledge of emergency management best practices and legislative requirements in Ontario.
  • Demonstrated ability to synthesise and QA/QC data, prepare detailed summary reports which include findings and recommendations of engineering studies.
  • Project management skills, including procurement and dealing with external consultants.
  • Proficiency in MS Office suite including online software such as MS teams, WebEx, and SharePoint.
