How you will contribute as part of the TRCA team:

TRCA is looking for a Senior Project Manager who has experience managing multiple complex projects within the Special Projects portfolio, including public realm and/or green infrastructure and waterfront projects, park projects and managing complex public engagement processes to lead the tommy Thompson Park Visitor Experience Plan and other waterfront public realm initiatives.  The Senior Project Manager collaborates with TRCA teams, project partners and stakeholders to manage as well as plans, develops and implements complex projects with high levels of risk. This role manages critical relationships with stakeholders while providing subject matter technical expertise and contributing to project execution. 

 

Major Responsibilities:

  • Leads and manages all aspects of assigned complex high risk, often multi-year projects including project charter, project plan and schedule, project approvals, project resources, project progress, budget, risk management, issues management, change management, resource management, and quality assurance.
  • Establishes project goals and objectives, develops project control procedures and quality assurance activities for projects, and develops approaches to measure and reports on performance.
  • Determines multi-disciplinary project requirements, conducting research and evaluations, and obtaining all approvals and sign-offs.
  • Engages and works in collaboration with project staff, TRCA divisions and external project partners and coordinates Project Management Teams, Working Groups or Committees.
  • Prepares preliminary work plans to develop estimates for projects. This includes working with staff to develop preliminary estimates and determining the number of hours required to complete planning, design, approval, procurement, and other phases of the project.
  • Prepares, in conjunction with the procurement team, procurement documents, contract agreements; develops Request for Proposals (RFP) with proficiency and evaluates proposals.
  • Prepares, manages and control project budgets. Negotiate and document changes involving scope, timelines and budget impacting the project.
  • Reporting on project progress (including financials) as part of the internal budget process or to funders through fee for service agreements.
  • Manages contracts for planning, design, engineering and some construction projects and works collaboratively with other TRCA contract management leads. 

 

What will you need to succeed:

Education (degree/diploma/certifications)

  • University degree in Landscape Architecture, Urban Design or Urban Planning or related field
  • Valid Ontario Class G2 driver's license

 

Experience

  • 5+ years of experience managing complex multi-disciplinary projects with minimal direction, while effectively balancing political, community and stakeholder interests and meeting project deadlines
  • Demonstrated experience in large scale public realm, landscape and green infrastructure projects, which include extensive consultation and engagement
  • 1+ years of progressive managerial, supervisory or project management experience preferred

 

Knowledge/Skill/Ability - Competencies

  • Excellent written and verbal communication skills to communicate project status for various audiences, prepare reports and proposal writing; and analytical skills.
  • Able to comprehend documentation that is technical or scientific in nature, skilled in writing technical reports or manuals and communicating these to a non-technical audience.
  • Knowledge of procurement practices, project management and risk management concepts.
  • Able to self-manage workload and prioritize tasks as an ongoing challenge in a frequently fluctuating workload and multiple deadlines.
  • Ability to design and conduct public engagement and facilitate negotiations.
  • Effective problem-solving skills and leadership skills, including staff coaching and managing performance and working collaboratively with other divisions. Strong budget management and cost control skills.
  • Excellent interpersonal skills and ability to work as a team member to coach staff and work with stakeholders (internally and externally); ability to deal tactfully and courteously with stakeholders, public officials.
  • Proficiency in Adobe Creative Suite, AutoCAD and/or other graphic software, as well as MS Office suite, including online software such as MS teams, WebEx, and SharePoint, and other Project Management software.
