How you will contribute as part of the TRCA team:
The Senior Manager, Restoration & Infrastructure plans, implements and leads the delivery of multiple construction and environmental restoration and infrastructure projects in support of TRCA’s strategic objectives. This position oversees Professional Services, leading short- and long-term operation and business objectives. This position will develop and evolve a project management and delivery framework that balances agility with structure and is based on best practices, solid project governance and a mindset of continuous improvement.
Major Responsibilities:
- Provides direction and delegates the planning and implementation of environmental restoration, erosion control, construction, and infrastructure projects and programs that deliver strategic restoration projects in support of TRCA’s strategic objectives, including the Trail Strategy for the Greater Toronto Region.
- Provides implementation, project and program logistics and planning leadership; leads reviews of ongoing projects to support updates to the 5 and 10-year capital works forecasts of regional municipalities in support of TRCA strategic objectives.
- Oversees and leads project managers that facilitate approvals for TRCA projects, manages project specific teams and leads technical planning that emphasizes strategic habitat implementation, construction and management programs and projects.
- Oversees environmental assessments and addendums as set out by the Environmental Assessment Act, including the associated technical studies on social and physical environments (e.g., noise, vibration, air quality, built heritage, natural heritage, archaeology, design, and mitigation).
- Oversees effective risk definition and analysis to ensure appropriate mitigation and management of risks at various stages of the project.
- Provides input into strategic and business planning, forecasting both the short and long term needs and projections of assigned business unit.
- Supports the development of Fee for Service partnerships, programs, and projects to support TRCA strategic objectives and to meet R&I staff complement need.
- Provides leadership and accountability for contractual obligations for fee for service projects and programs with project partners, granting bodies, and funders.
- Represents TRCA as a key contact with all levels of government, agencies and private industry as it relates business development opportunities, contract negotiations related to education and training, and the coordination of community and education partnerships.
What will you need to succeed:
Education (degree/diploma/certifications/licenses)
- University degree in Environmental Science, Engineering, Environmental Panning/Management or a related field.
- Project Management Professional designation with the Project Management Institute and/or full membership and professional designation with the Ontario Association of Landscape Architects (OALA).
- Valid Ontario Class G2 driver's license.
Experience
- 7+ years of progressive experience working in the environmental sector focused on the oversight of project and program delivery.
- 3+ years progressive managerial experience.
Knowledge/Skill/Ability - Competencies
- Able to assess available resources and forecast needs based upon upcoming work and mitigate any shortages/source additional resources.
- Demonstrated ability to prepare consultant terms of reference and procurement documents.
- Influential communicator able to facilitate discussions between parties with different perspectives of competing interests and resolve conflicts.
- Able to write persuasive or compelling content for the purpose of generating positive responses or heightened interest by others.
- Strong budget management and cost control skills; able to address variances and manage ongoing risks while managing multiple deadlines / work processes.
- Understanding of the Environmental Assessment Act.
- Proficiency in MS Office suite including online software such as MS teams, WebEx, and SharePoint; coupled with experience with project management software, advanced Excel for analysis and data visualization, and MS Access for data base queries.
