How you will contribute as part of the TRCA team:

The Senior Engineer, Flood Risk Management manages a team of Engineers, Engineering Specialists and Technologists, while overseeing TRCA’s Flood Mitigation Infrastructure Planning and Implementation program and provides engineering expertise in flood-related engineering and risk management studies. The Senior Engineer participates in TRCA’s Flood Forecasting and Warning Program.

Major Responsibilities:

• Leads the development of structural flood mitigation and remedial work planning and implementation including undertaking flood remediation and mitigation Feasibility Studies, Environmental Assessments (EA), and Detailed Design;
• Supports the development of public consultation initiatives as required through the EA process or as requested by our municipal partners;
• Leads engineering support, including project scoping, technical reviews, and report preparation specific to structural flood remediation and mitigation projects to municipal partners, key stakeholders and internally;
• Supports municipal partners with the preparation of infrastructure funding grants through leveraging information gained though the completion of flood remediation and mitigation Feasibility Studies and EA’s, and through the development of return on investment calculations and general application advise and recommendations;
• Provides Project Management support including the preparation, in conjunction with the procurement team, procurement documents, contract agreements; develops Request for Proposals (RFP) with proficiency and evaluates proposals;
• Performs on-call after hours function approximately 8-12 times a year, completing daily operational tasks and procedures as per Flood Forecasting and Warning Program;
• Manages flood communications internally through TRCA Situation Reports and responds to external stakeholder inquiries regarding flood risk and related flood communications;
• Provides support to other flood staff during storm events including issuing internal communications and external liaison with municipal stakeholders, as situation demands;
• Leads a team of staff and ensures that team members understand expectations; communicates schedule, tasks and discusses priorities of items;
• Communicates with team members regularly to assess workload and status of activities, amends work and reassigns staff as needed to direct workflow and accommodate for any situational circumstances;
• Supports onboarding and provides on the job training and support as needed for individuals; also identifies any gaps in or potential improvement areas for training, development, process, resources, or procedures;
• Ensures resources are in place to manage day-to-day workload, providing immediate supervisors with recommendations for budget/resource requirements to meet future workload and project needs.

What will you need to succeed:

Education (degree/diploma/certifications/licenses)

• University degree in Civil/Environmental/Water Resource Engineering, or a specialization in related field
• Licensed Professional Engineer with Professional Engineers of Ontario
• Valid Ontario Class G2 driver's license

Experience

• 5+ years of experience in engineering practice related to major tasks
• 2+ years of progressive managerial, supervisory or project management experience

Knowledge/Skill/Ability - Competencies

• Expert knowledge of hydrologic/hydraulic computer models(e.g. HEC-RAS, MIKE Flood, Visual OTTHYMO, and PCSWMM)
• Knowledge of legislation, policies, procedures and practices relevant to land use planning, environmental assessment act (provincial, CA, and federal), and water management
• Knowledge of the Municipal Class and Conservation Authority Environmental Assessment process
• Ability to lead in high-pressure situations, for example during actual flood emergencies
• Demonstrated ability to synthesise and QA data, prepare detailed summary reports which include findings and recommendations of engineering studies
• Influences decisions by presenting technical information and evidence in a persuasive and easy to understand manner
• Advanced project management skills, including procurement and dealing with external consultants
• Proficiency in MS Office suite including online software such as MS teams, WebEx, and SharePoint
