JOB SUMMARY:

Reporting to the Accounting Supervisor, the Accounting Technician aids the Supervisor with the development of processes and procedures while performing a broad range of duties including the review and/or production of accounting and payroll reports, journal entries, and general ledger account reconciliations. The incumbent carries out a wide variety of assignments with considerable independence and provides assistance to senior accounting staff on more difficult assignments. The Accounting Technician provides back-up to the other Accounting Technician positions.

RESPONSIBILITIES:

1.   Under the direction of the Accounting Supervisor,
      a.  Oversees the ongoing accounts payable and disbursements process. Reviews documentation submitted by operating departments, watching for current taxation compliance, correct funding source, coding, and authorized approval for payment. Carries out corrective action which may include journal entry preparation and input.
      b.  Oversees the accounts receivable process. Prepares deposits and verifies cash receipt coding. This includes review of cash/deposit files and various payment processor reports to bank statements. Prepares/reviews customer invoices.
      c.  Prepares correcting and month end journal entries.

2.   Assists the Accounting Supervisor ensuring reliability, completeness and consistency of accounting records and monthly financial statements. Assists in the revenue and expense variance reporting for the Finance function through monthly General Ledger and bank account reconciliations.

3.   Evaluates the appropriateness of capital asset versus expense categorization prior to the production of purchase orders in the accounting software system. Prepares/reviews purchase orders based on purchase order requests, and confirms/amends coding, ensuring proper authorization and the adherence to Library policy.

4.   Processes general financial transactions in a timely and accurate manner in compliance with laws, regulations, and Library policy, while working closely with Library staff and outside contacts. Within defined parameters, develops practices and designs/compiles spreadsheets and reports for special purpose financial needs.

5.   Creates Library fixed asset records; communicates with departments to ensure assets are properly recorded. Ensures that all fixed assets meet the criteria as determined by the Tangible Capital Asset Policy.

6.   Cross-trains to learn and carry out other accounting responsibilities. Documents existing processes to simplify cross-training and ensure consistent, effective, and efficient performance/results.

7.   Works with other staff in preparing estimates for various purposes including accruals, cost/benefit analyses, and cash flows.

8.   Performs other related duties as assigned.

QUALIFICATIONS:

1.   Diploma in a field such as Business Administration, Commerce, Management, or Accounting supplemented by a minimum of 2 years recent accounting experience.

2.   Experience using MS Office 365 and Dynamics 365 Business Central software preferred.

3.   Demonstrated ability to maintain accuracy and ensure completeness of information in data entry, posting, balancing, and summarizing accounting data.

4.   Ability to research, analyze, evaluate, and logically resolve work issues.

5.   Knowledge of standard payroll principles, labour standards, and capacity to interpret and apply the payroll provisions of the Collective Agreement.

6.   Demonstrated ability in the use of spreadsheet software, including report development and production.

7.   Demonstrated ability to achieve results in specified time constraints.

8.   Demonstrated ability to initiate, plan, organize, and carry out duties and responsibilities with minimal supervision.

9.   Demonstrated ability to work effectively in a cooperative and courteous manner with staff.

10. Ability to train staff in the performance of their duties.

11. Effective oral and written communication skills.
