ROLE

The Child Welfare Immigration Specialist - National Expansion Project will play a pivotal role in supporting the national expansion of the Child Welfare Immigration Centre of Excellence (CWICE). Reporting to the CWICE Manager - National Expansion, this position focuses on providing expert consultations, planning and organizing training, conferences, and consultations, and engaging with provincial, federal, and community stakeholders to address immigration, settlement, and border-related challenges affecting children and families.

PRINCIPAL RESPONSIBILITIES

Consultation and Capacity Building

  • Provide national-level consultation and guidance to child welfare organizations across provinces and territories.
  • Plan, organize, and facilitate training sessions, conferences, and consultations to build awareness and capacity across jurisdictions.
  • Develop and adapt training programs to meet the unique needs of provinces and territories.
  • Enhance CWICE's digital resources to provide accessible tools for child welfare agencies.
  • Provide short-term intervention/ management of immigration issues for children and families, including foster parents, who are receiving services from Child Welfare Agencies
  • Conducting critical analysis of complex immigration cases to outline the appropriate solutions which may require researching of non-readily available information from various sources.
  • Completing of citizenship and immigration status documents
  • Consultation on child protection investigations involving immigration challenges

Stakeholder Engagement and Partnership Development

  • Cultivate and maintain relationships with provincial ministries, federal agencies, and community organizations.
  • Collaborate with child welfare organizations across jurisdictions to promote consistency in addressing immigration-related issues.
  • Develop memorandums of understanding (MOUs) and protocols with key stakeholders to enhance service delivery.

 

Research, Data Collection, and Advocacy

  • Collect and analyze data to identify national trends and inform policy and practice improvements.
  • Represent CWICE at national forums to advocate for policy changes and promote awareness of immigration challenges.
  • Participate in research initiatives to highlight best practices and innovative approaches.

 

Process Improvement and Innovation

  • Implement strategies to enhance the effectiveness and efficiency of national services.
  • Collaborate with CWICE teams to share knowledge and foster program excellence.

Other Responsibilities

  • Plan and coordinate logistics for conferences, training events, and stakeholder consultations.
  • Attend team meetings, case conferences, and national events as required.
  • Travel across Canada for stakeholder engagement and project implementation.
  • Perform other duties to support CWICE’s national goals.

 

KNOWLEDGE, SKILLS & COMPETENCIES

  • Strong understanding of the Canadian Immigration and Refugee Act and its application in child welfare.
  • Proven ability to collaborate effectively with multidisciplinary teams and external stakeholders at provincial and federal levels.
  • Exceptional communication and interpersonal skills to build and sustain relationships.
  • Leadership values including excellence, accountability, respect, collaboration, and inclusivity.
  • Advanced presentation, documentation, and organizational skills.
  • Proficiency in planning and coordinating events, including training sessions and conferences.

  • Proficiency in French or other languages is an asset. (Bilingual preferred)
  • Ability to work flexible hours and travel extensively within Canada.

 

EDUCATION

  • BSW/MSW or equivalent post-secondary degree in a related field.
  • Completion of the CWICE 101 to 108 Training Series is an asset.
  • Equivalent education and experience in child welfare and immigration may be considered.

EXPERIENCE

  • Authorized Child Protection Worker with at least 4-5 years of relevant child welfare experience.
  • Minimum of 6 months experience in immigration, settlement, or related fields, particularly at the intersection of child welfare and immigration.
  • Experience working as an Immigration Specialist within CWICE is an asset.
  • Proven experience in planning and organizing training, conferences, and consultations.
  • Valid Class G Driver’s License and daily access to a vehicle.

HOURS OF WORK

  • 9 am-5 pm Monday to Friday, with flexibility to work extended hours as needed in a hybrid environment, both in the office, in the community, and remotely. Expected to work 2-3 days per week in the office.

TRAVEL REQUIREMENTS

  • Hybrid work model, with frequent travel across Canada (approximately 20%).
  • Flexibility to respond to last-minute travel and work evenings or weekends as required.

SALARY GRADE: 7 Non-Union ($79,132- $102,709)

CLOSING DATE: January 17, 2025
