(Full-time position, 35 hours per week)

The Town has an opportunity available for the position of Program Manager, Infrastructure, Operations and Security. Reporting to the Manager, Information Technology (IT), this position is responsible for the strategic oversight, planning, and management of the Town’s network infrastructure, cybersecurity, and end user and service desk operations. This position plays a crucial part in maintaining the integrity, security, and availability of the Town’s technology systems, ensuring alignment with corporate objectives and industry best practices.

 

 

Job Duties:

  • Providing leadership and direction to the Infrastructure and Operations teams, such as System Administration, End User Operations and Service Desk; mentoring and guiding the team members in their professional development, focusing on network and security competencies; overseeing the daily activities of the teams, ensuring efficient operation and prompt response to incidents and requests.
  • Acting as the primary Network Administrator for the Town, designing, implementing, and maintaining a secure network that meets organizational requirements; leading development of the Town's cybersecurity program, including vulnerability management, security awareness training, and incident response planning; and acting as the leader in cyber incident response, ensuring rapid detection, analysis, and resolution of security incidents.
  • Overseeing, developing and maintaining the technology roadmap for network, security infrastructure, and operations; evaluating and recommending new technologies, tools, and practices to enhance network performance, security posture, and user experience; ensuring infrastructure and operations solutions are aligned with organizational goals and comply with IT and security standards; and overseeing technology lifecycle management, identifying and mitigating risks associated with aging systems and infrastructure.
  • Working with project managers to provide technical insights and ensure alignment with network and security strategies.
  • Acting as a trusted advisor to senior leadership, translating complex technological concepts into actionable strategies that support organizational goals; building strong relationships and facilitate regular stakeholder feedback sessions to identify opportunities for innovation, process improvements, and to ensure effective communication and collaboration; and fostering collaboration across all IT functions to ensure cohesive service delivery and strategic alignment.
  • Overseeing incident and problem management processes to minimize downtime and ensure a seamless user experience; ensuring the effective operation of Infrastructure, Operations, and Security systems, including regular maintenance, updates, and support; and developing and implementing network and security management policies, procedures, and standards.
  • Providing training and support to staff on Infrastructure, Operations, and Security practices and systems.
  • Other duties as assigned.

 

 

Qualifications:

  • University degree specializing in Computer Science, Information Technology, Computer Engineering, or a related field.
  • Certifications such as:
    • Certified Information Systems Security Professional (CISSP)
    • Cisco Certified Network Associate (CCNA)
    • ITIL Foundations (Information Technology Infrastructure Library)
    • Or a combination of education, training and experience deemed to be equivalent.
  • Minimum seven (7) years progressively responsible experience in IT infrastructure and network administration, with a focus on technology architecture and solutions design.
  • Minimum one (1) year demonstrated experience in leading and managing teams, ensuring professional development, productivity, and collaborative project success.
  • Valid Class G Driver’s License.
  • Practical experience in analyzing, designing, implementing, and integrating IT systems with hands-on experience in project leadership and technical support, experience in working with business stakeholders to identify, implement, maintain and optimizing enterprise technology solutions, preferably in a municipal or public sector environment, experience in vendor management, contract negotiation, and aligning technology solutions with business goals and compliance requirements.
  • Demonstrated experience with cloud-based platforms (e.g., Microsoft Azure), Enterprise Architecture, and managing hybrid environments (e.g., on-premises and cloud systems).
  • Strong leadership and interpersonal skills to inspire and manage multidisciplinary teams.
  • In-depth knowledge of IT infrastructure, cloud services, and software development methodologies.
  • Expertise in IT governance, process optimization, and enterprise-level technology planning.
  • Strong understanding of Enterprise Architecture principles and methodologies, with the ability to design and implement complex network and infrastructure technologies and IT services, and familiarity with legislation (e.g., Freedom of Information and Protection of Privacy Act) and procedures related to information management, data security, intellectual property rights, and privacy.

 

Successful candidates will be required to complete a background check, including but not limited to a Judicial Matters and Criminal Record Check, in accordance with the duties of this position.

Salary Range: $105,763.11 to $123,727.88, Band 12 on the Town’s 2025 Pay Grid, plus a comprehensive benefits package
