The Manager, Human Resources (HR) is responsible for ensuring strategic and operational alignment with the Town’s strategic plan boosting the Town’s reputation as a preferred employer and creating a corporate conscience for a healthy and safe workplace. The Manager, HR provides leadership, oversight and subject matter expertise to management and staff in a variety of areas such as organizational design and planning, training and development, recruitment and retention, labour and employee relations, health and safety, policy development, compensation and benefits, coaching, staffing, and investigations. The Manager, HR is responsible for the development and implementation of a people strategy. The Manager, HR will also have functional oversight health, safety and wellness; disability management and attendance support; recruitment and onboarding; employee engagement; and performance management. The aim of this position is to build a high performance organization through flexible and creative human resources policies and procedures in an inclusive and diverse organizational culture.
Job Duties:
- Development of short- and long-term people plan and HR divisional strategies in consultation with the General Manager, Corporate Services and CAO.
- Prepares annual business plan and budget for submission to the General Manager, Corporate Services; monitors the administration of same including authorization of purchases; provides costing assistance to other divisions as it relates to HR.
- Functions as a partner to all business units.
- Develops and administers the overall compensation program for Town staff including market surveys of salaries and employee benefits, job evaluation and Pay Equity compliance, performance management, and salary progression
- Provides professional advice to the Town’s staff re: Human Resources policies, practices, procedures that include program implementation, and administration recommendations.
- Oversee the Town’s multiple benefit plans and Employee Assistance Plan, make recommendations for plan design changes, and annually review the plan designs and costs with the consultant
- Provide advice and coaching to managers and staff on HR policies and procedures to ensure consistent application and approve or escalate exceptions, as applicable.
- Conduct investigations, advise on policy violations, and make recommendations for corrective actions.
- Participates in the collective bargaining process including providing advice/recommendation/interpretation in contract negotiations preparation;
- Responds to enquiries from and/or liaises with staff, elected officials, other Departments/levels of government/agencies, local boards/commissions, fire association, employment applicants, legal counsel, consultants, contract services, etc., on corporate human resource programs, policies, and practices, employment opportunities, contract/legislative requirements, and other human resources matters as required.
- Regularly reviews and evaluates divisional administrative and service delivery processes with a view to streamlining/updating practices to compliment departmental user needs, enhance efficiency/effectiveness, and foster excellence in customer/client service.
- Leads internal efforts regarding EDI.
- Develops, recommends and implements corporate human resource policies, procedures, and programs utilizing cross-functional teams for consultation where appropriate/beneficial; develops effective education/training/communication strategies to ensure understanding of new/changed programs and policies.
- Other duties as assigned.
Qualifications:
- University Degree in Human Resources or Business Administration majoring in Human Resources
- Certified Human Resources Leader (CHRL) designation and current membership with the Human Resources Professional Association (HRPA)
- Seven (7) years of progressive experience in a Human Resources generalist position, with three (3) of those years in a senior level position managing the Human Resources function and supervising employees.
- Experience in building and maintaining strong teams and to ensure high standards of professional service.
- Thorough working knowledge of the entire scope of Human Resource practices, theories, trends and legislations and acts such as Ontario Pay Equity and Human Rights.
- Ability to interpret Employment law legislation and contract language.
- Strong leadership skills with emphasis on organizing, delegating, coaching and staff development.
- Superior problem solving and conflict resolution skills along with effective communications skills both verbal and written.
- Superior public relations skills to deal courteously and effectively with all levels of staff and government, elected officials, local boards/commissions, community groups and organizations, the general public and the HR networking community.
- Excellent administrative report-writing, communications, analytical, organization, inter-personal and supervisory skills.
- Proficiency in MS Office applications (Outlook, Word, Excel, and PowerPoint) and HRIS database systems
Successful candidates will be required to complete a background check, including but not limited to a Judicial Matters and Criminal Record Check, in accordance with the duties.
Salary Range: $138,617.93 to $162,163.38, Band 14 on the Town’s 2025 Pay Grid, plus a comprehensive benefits package
