HOURS OF WORK:         35 hours per week, Monday to Friday

This position has the option to participate in a modified work week schedule (37.5 hours/week) Monday to Friday, with the extra hours worked as one earned day off taken once every three-week scheduled cycle.

PRIMARY FUNCTION: To provide policy, and data expertise and support to advance key projects within LABC. The Policy Analyst will help project managers and teams initiate, plan, execute, monitor and control projects, with a specific focus on data analysis and policy development. The Policy Analyst understands the strategic and long-range goals of the organization, including its dedication to the principles of truth and reconciliation and Equity, Diversity and Inclusion and is committed to supporting the creation of more equitable and inclusive policy.

DUTIES:

 

  1. POLICY DEVELOPMENT AND ANALYSIS: 
    1. Supports the development and implementation of new policies and procedures to help advance major projects within LABC.  
    2. Prepares briefing materials, issue papers, position papers, and submissions, presentations and correspondence on matters related to LABC projects and mandate. 
    3. Initiates and undertakes the development or review of new or amended policies and initiatives, including identifying issues, conducting research, synthesizing information, analyzing costs, impacts, risk and benefit, and developing mitigation strategies, and surveying other jurisdictions and researching best practices; 
    4. Identifies program and policy gaps and limitations and develops action plans to address identified issues; 
    5. Conducts research into issues and leads/participates in consultative processes with LABC managers and staff to obtain feedback on proposed policy, legislation and regulations. 
    6. Maintains current awareness of developments in various fields of law concerning the work of LABC.  
    7. Coordinates inter-divisional communications and initiatives. 
    8. Provides expertise and advisory services to management and department staff with respect to research, analysis and policy development to assist them in making informed decisions. 
    9. Creates a work environment that embodies Truth and Reconciliation, Equity, Diversity, and Inclusion to lead/facilitate consultative processes with internal stakeholders to obtain feedback on proposed policy and legislation; 
    10. Develops options consistent with LABC goals and priorities and incorporates evidence-based, comprehensive research and analysis; 
    11. Plans, leads and participates in policy analysis and studies, conceptualizes and develops policy frameworks for initiatives and policy options; 
    12. Selects research and evaluation tools to collect and analyze data using research and evaluation techniques; 
    13. Works closely with the Senior Policy Analyst and Department Manager to assist in the review and analysis of more complex issues; 

 

  1. PROJECT SUPPORT 
    1. Support project managers and teams to develop project management documents, including business cases, issue papers, detailed scope definition, budgets, resource plans, project schedules, project reports and forecasts. 
    2. Develops and implements project plans, schedules and task tracking systems for policy development projects. 
    3. Ensure the right tools and processes are in place to deliver effective resource and capacity planning across the project portfolio. 
    4. Work with project managers to create and update project schedules on a regular basis, ensuring that schedules conform to project requirements and are of consistent quality. 
    5. Monitor project budgets, milestones, scope and timelines, and maintain project contracts, as needed. 
    6. Escalate critical issues to supervisor and/or manager. 

 

  1. DATA AND EVALUATION 
    1. Designs, develops and supports evaluation frameworks, logic models, and performance measurement plans. 
    2. Defines outcomes and develops appropriate evaluation methodologies and tools to meet organizational needs. 
    3. Uses data to evaluate project outcomes and other indicators related to LABC’s mandate and report on those outcomes in using data visualization tools. 
    4. Consults with internal and external stakeholders about data collection systems to ensure appropriate and relevant data is collected for evaluation purposes and to measure outcomes for project success. 
    5. Develops, facilitates, and helps to manage the contract process for external evaluations, provide evaluation framework, and assist with data collection and interpretation of results, as needed.  
    6. Leads data analysis and modelling projects and advise on data collection and data governance strategies. 
    7. Researches, identifies, and compiles data from various sources; analyzes, interprets, and reports on data to support project research and evaluation. 
    8. Assesses existing policies and procedures to identify opportunities for improvement and make recommendations to project teams and LABC management. 

 

QUALIFICATIONS:

 

Basic requirements

  • Degree in public policy/administration or a related discipline  
  • Post-graduate education is considered an asset  
  • 3+ years experience as a policy or project analyst or in a related role 
  • Demonstrated expertise and experience in policy development, data analysis, and research 
  • Demonstrated experience with project planning and supporting the implementation of plans to meet goals and deadlines 
  • OR an equivalent combination of education/experience

 

Rated requirements

  • Detail-oriented and task-oriented, but able to see and manage the ‘big-picture’

  • Knowledge of Gender Based Analysis+ and equity, diversity, and Truth and Reconciliation principles.  
  • Demonstrated skills, experience and/or applicable certifications in data visualization tools (e.g., Power BI, Tableau, Looker) 
  • Experience and proficiency in using advanced computer skills including experience with general software applications (Acrobat Pro, Excel, Word, Google Analytics, and/or equivalent applications) 
  • Experience in leveraging advanced analytics techniques (e.g., regression analysis, causal impact, A/B testing) to derive data driven insights, predict outcomes and recommend actions would be considered an asset. 
  • Genuine interest in our mandate 
  • Knowledge of social justice community issues and the Canadian justice and legal system 
  • Ability to research, collect, organize, and analyze data, and write policy 
  • Ability to establish and maintain effective working relationships with a variety of internal and external contacts and to provide advice and assistance on matters related to the work 
  • Ability to function independently and under pressure and to support a variety of diverse projects concurrently
