PRIMARY FUNCTION:    Reporting to the Director, Strategy & Innovation, this position is responsible for supporting the development of strategic and long-range goals of the organization, including assessing, managing and coordinating existing business strategies, policy processes and strategic planning programs and processes. The Manager develops and implements strategic planning processes, oversees development of service plans and reports and measures organizational performance. The Manager plans, supervises and coordinates the research and reporting function and identifies solutions to problems with complex reporting requirements. The Manager analyzes the implications of legislation and external policies on the organization’s operations; identifies issues and implications; recommends changes to policies and programs; prepares documentation for legislation and policy change initiatives; and liaises and consults with external stakeholders on policy-related matters

KEY ACCOUNTABILITES:

 

Leadership and Communication: 

 

  • Supports the Director, Strategy & Innovation in the development of long-term strategic plans and solutions frameworks 
  • Coordinates inter-divisional communications and on policy and strategic initiatives 
  • Develops and manages the department’s annual budget; responsible for monitoring, controlling and authorizing all expenditures 
  • Develops and monitors the department’s operational plan 
  • Manages and participates in special projects within area of expertise; makes presentations and participates in projects within other areas 
  • Identifies and recommends areas of research to the organization, managers and coordinates external research partners 
  • Conducts research and analysis to identify new opportunities and trends in the sector and makes recommendations 
  • Communicates how the strategic goals link to initiatives so that others take a similar lead/approach to their work 

 

Strategic Planning and Execution

  

  • Develops and implements strategic planning processes 
  • Develops the organization’s strategic plan 
  • Provides yearly reports of performance against the strategic plan  
  • Oversees the development of the LABC Service Plan and Annual Service Plan Report 
  • Facilitates strategy and business planning efforts 
  • Monitors and evaluates the performance of existing business strategies and recommends improvements or adjustments as needed 
  • Prepares comprehensive business plans and presentations to communicate strategies and initiatives to the executive, the board and stakeholders 
  • Facilitates cross-functional collaboration among individual business units to achieve LABC’s strategic goals and objectives 
  • Manages strategic issues which could have a potential impact on operations 
  • Leads trials concerning new initiatives, pilot programs and rollouts; based on results, makes, recommends and implements adjustments and modifications 
  • Supports the enterprise risk management program  
  • Supports the Project Management Office 

 

Policy Analysis, Development and Response 

 

  • Reviews and analyzes legislation, regulations, policies, procedures; recommends changes to improve program effectiveness; identifies complex policy and program issues, alternatives, implications, solutions and implementation of strategies 
  • Directs projects for the development of changes to policies, regulations and legislation in response to organization’s initiatives and priorities 
  • Prepares required documentation for legislation and policy change initiatives, including legislation requests, Cabinet and Treasury Board submissions, briefing notes and issue papers 
  • Analyzes implications of policies and legislation proposed by other government agencies 
  • Prepares policy responses consistent with the organization’s objectives 
  • Recommends changes to organizational policies or procedures to improve efficiency or effectiveness and ensures compliance with Government policies, regulations and laws 
  • Acts for the Department in processing grievances and applying the collective agreement 

 

Business Guidance, Processes and Tools: 

 

  • Manages a comprehensive calendar of key projects / activities with timelines for department which is shared across the organization to ensure alignment of communications activities and strategic messaging 
  • Develops tools and processes to support communications, planning, and strategy objectives 
  • Determines departmental program, resource and operational priorities and requirements 
  • Develops and implements an effective streamlined service delivery and corporate policy development process 

 

Employee Relations

 

  • Attracts, hires, trains, schedules, supervises and evaluates department employees 
  • Provides team leadership and management 
  • Co-ordinates, delegates work projects and manages workflow 
  • Establishes staff goals and objectives and sets performance standards and expectations 
  • Authorizes overtime, vacation, salary reviews and job classifications 
  • Oversees the work of consultants and negotiates contracts as required; monitors and approves work and approves invoices for payment 
  • Plans, supervises and coordinates the research and reporting function and identifies solutions to problems with complex reporting requirements 

 

Networking and Collaboration

 

  • Serves as a member of the Managers’ Forum 
  • Represents the department on internal and external committees 
  • Liaises and consults with external stakeholders such as the Board and Ministry of Attorney General; captures emerging issues and solicits input into policy proposals 

 

Required Education, Skills & Experience

 

  • Bachelor’s degree in business administration, economics, finance or a related discipline 
  • 6+ years as a strategic planner, a business analyst or manager of finance, experience in the non-profit or public sector preferred, or an equivalent combination of training and experience. 
  • Project Management Professional (PMP) certification would be an asset 
  • Experience directly managing a team of employees 
  • Strategic thinker with hands-on experience in strategic level planning for an organization 
  • Proven ability to lead and develop project plans to achieve goals 
  • Demonstrated expertise and experience in research and analysis 
  • Excellent skills in project management, business model/policy design, analysis, financial modelling and measuring organizational performance 
  • Strong analytical and problem-solving skills 
  • Exceptional skills in communication, facilitation, change management and negotiation 
  • Ability to exercise effective leadership, sound judgment and tact 
  • Functions effectively under pressure and exercises flexibility and adaptability
