Job Title: Program Manager, Ontario Cervical Screening Program

 

Reports to: Senior Manager, Diagnostic Pathology and Oncology Programs

Purpose of the Role:

 

The Program Manager will be responsible for driving operational excellence in delivering services for the Ontario Cervical Screening Program (OCSP). This role requires advanced understanding of complex laboratory and information pathways. Collaborating closely with leadership teams in Information Technology, Cytology and Molecular Testing the Program Manager will be integral to the OCSP governance structure, overseeing all program operations, driving issue resolution, service level monitoring, and liaising with Ontario Health. The Program Manager will proactively escalate issues to senior management and other leadership teams as necessary to ensure compliance with master service agreements. This individual will serve as the primary point of contact for Ontario Health (OH).

 

Core Accountabilities:

 

Operational Excellence and Program Oversight

  • Ensure the Ontario Cervical Screening Program (OCSP) operates at the highest standards by managing and optimizing daily workflows, service delivery, and resource allocation in collaboration with Cytology and Molecular Testing teams
  • Oversee program operations to meet established service levels and quality benchmarks
  • Collaborate with the Senior Manager, Diagnostic Pathology and Oncology programs to strategically drive operational and financial program efficiency over the term of the Ontario Cervical Screening Program
  • The role will be required to review and produce reports both for internal and external audiences. Including financial report summaries, and analytical report summaries, as well are regular presentations summarizing standard reporting to Ontario Health
  • This role will be required to discuss and present business plans related to driving efficiency and enhancing the HPV program
  • Responsible for developing costing models and business cases
  • Supports the provision of recommendations based on gathering of all relevant information; expected to influence decisions but the role does not make decisions

 

Stakeholder Collaboration and Issue Resolution

  • Act as the primary liaison between Ontario Health and internal teams, facilitating smooth communication and addressing concerns promptly
  • Lead efforts to identify, analyze, and resolve operational issues, escalating complex matters to senior management and relevant leadership to maintain program integrity and compliance
  • Primarily this role will be required to use email, phone and in-person communication, this will regularly include communicating to a SLT/ELT audience
  • This role will be required to produce briefing notes/presentations for ELT
  • The program manager will be responsible for reviewing, compiling and producing standard reports required by Ontario Health on a weekly and monthly cadence. They will also be responsible for reviewing reports from other departments for accuracy and completeness prior to delivery

 

Governance and Compliance

  • Drive adherence to all master service agreements and regulatory requirements by ensuring that OCSP operations align with Ontario Health standards
  • Participate in governance activities, regularly monitor program performance, and implement corrective actions as needed to uphold compliance and optimize program outcomes
  • Responsibly for initiating and overseeing business recovery, continuity, and disaster recovery plans as required

 

Minimum Hiring Requirements

  • University Degree
  • Minimum of 5-7 years in healthcare program management, preferably within oncology, pathology, or screening programs. Prior experience in managing large-scale health initiatives, particularly within a government or public health setting, is ideal
  • Medical Laboratory Technologist experience preferred
  • Experience with Stakeholder and Cross-Functional Team Collaboration: Proven track record of successful collaboration with diverse stakeholders, including government health agencies, clinical experts, and operational teams. Experience as a primary liaison, coordinating between internal teams and external organizations
  • Knowledge of Diagnostic Pathology, Cytology, and Molecular Testing: Familiarity with diagnostic pathology practices and related disciplines, such as cytology and molecular testing, is essential. Background in these areas or in similar laboratory/clinical environments is highly beneficial
  • Compliance and Regulatory Expertise: Strong knowledge of healthcare regulatory requirements and compliance standards, especially within the Ontario healthcare system. Experience with master service agreements and government healthcare contracts is a plus
  • Analytical and Problem-Solving Skills: Demonstrated ability to analyze complex operational issues, develop practical solutions, and escalate appropriately. Proficiency in data analysis, performance monitoring, and quality improvement within healthcare services is an asset
  • As a collaborator must maintain strong customer relationships; Serves as an ambassador for LifeLabs; responds to all requests for service
