Reports To: Manager, Government Performance & Reporting, Corporate Services and Major Projects

Purpose of the Role:

The Senior Business Data Analyst will play a crucial role in compiling, verifying, and analyzing business data from both internal and external sources. This position provides timely and accurate insights to support strategic and operational decisions that influence government contracts and opportunities in Eastern Canada. The ideal candidate will be collaborative and strategic, using data-driven evidence to guide recommendations that shape LifeLabs’ strategies, ensuring compliance with ongoing contractual obligations and assessing the impact of government policies and programs across the organization.

Accountabilities:

Support the analytics and reporting functions, as well as the planning and strategy development efforts: 

  • Collaborate with subject matter experts for the extraction, cleansing, and analysis of complex information from a variety of databases to generate reports and predictive dynamic models to evaluate operational and performance data of government contract programs
  • Analyze and interpret critical data to generate insights that support effective business decision-making. This involves assessing trends and patterns to provide actionable recommendations that enhance operational efficiency and guide strategic planning.
  • Regularly report out on performance against contract metrics and obligations through producing routine reports, scorecards, and dashboards that monitor and track the implementation and impact of government contracts programs 
  • Strictly adhere to legal and compliance guidelines; regarding access and exposure to sensitive and confidential information

In partnership with Data and Business Intelligence teams assess changes in operational demands and performance:

  • Support ongoing contract negotiations, keep the business informed of trends, opportunities, and risks
  • Actively monitor, identify, and execute initiatives to improve process and create efficiencies as it relates to the execution of government programs and strategic partnerships 
  • Work with cross-functional teams to develop, understand and articulate key elements of an opportunity assessment or business model, and to articulate risks and sensitivities

Understand and analyze all aspects of applicable agreements and contracts including LifeLabs’ obligations and work with internal teams to ensure that our obligations are being met:

  • Monitor contract obligations, facilitate the extension, close-out, or renewal of contracts; ensure all contract details align with provincial guidelines, as well as cooperate guidelines, policies, objectives, and goals
  • Collaborate closely with business leads and relevant stakeholders to ensure that the financial impacts and contract changes are reflected in annual budgets and forecasts
  • Review existing contracts to locate any potential risk and to add updates as requested by signatories
  • Add improvements to existing company contract/program policies to ensure compliance and reduce any potential risk

Support the development and operationalization of new programs and products while working collaboratively with operations and client services groups, on cross functional outcome to ensure the organization successfully meets its contract obligations:

  • Facilitate and lead the implementation and execution of strategic objectives for government partnerships while working with teams across the enterprise such as AR, AP, finance, customer service, operations, procurement etc.;
  • Support growth opportunities in Eastern Canada including designing the assessment or business modeling of changes in government policy, new programs, new funding agreements or other strategic initiatives across all business perspectives, including customer, strategy, operational, financial, legal, and regulatory areas

Minimum Hiring Requirements:

  • Bachelor’s Degree in Computer Science, Informatics, Statistics, Engineering or other relevant field, or the equivalent combination of professional experience.
  • 3+ years’ experience in utilizing advanced data analysis and visualization tools (Power BI, Excel Power Pivots, MS SQL etc.)
  • Advanced MS Office skills (Excel, PowerPoint, Word, Access, Visio) with demonstrated ability in preparing presentations 
  • Superb analytical and conceptual thinking skills; to not only manipulate but also derive meaningful interpretations from data into actionable outcomes 
  • Capability to liaise with all levels across the enterprise on projects and ad-hoc requests 
  • Excellent written and oral communication skills 
  • Experience in project management and/or contract management 
  • Demonstrated financial acumen with some experience in conducting financial analysis 
  • Demonstrated ability to work independently and seek assistance/guidance if necessary
  • Ability to take initiative, multi-task, and work in a fast-paced environment 
  • Ability to learn quickly and high-level of adaptability
  • Strong attention to detail 
  • Experience in the healthcare industry is an asset 
  • Experience working with government and/or in a regulatory environment is an asset
