Purpose of the Role:
The Vice President of Government Growth and Partnerships West is a business development executive responsible for driving revenue growth and fostering long-term relationships within the public sector in and targeted growth in Western Canada. This individual is responsible for leading efforts to identify new growth opportunities, securing government contracts that deliver to LifeLabs business plan, and building partnerships that advance LifeLabs goals.
The VP of Government Growth and Partnerships West is a strategic and collaborative leader with a deep understanding of government procurement and the ability to cultivate relationships with key government decision-makers paired with a strong results orientation and desire to meet and achieve growth targets.
Your Responsibilities will include:
Strategic Growth and Business Development
Leads the development of a comprehensive business development growth strategy and plan for Western Canada that will deliver revenue growth and expand LifeLab’s footprint in the public sector.
- Collaborates with SVP, Government Markets, SVP, Business and Consumer Markets, their teams and Operational and Financial leaders to establish the growth strategy and identify key outcomes.
- Identify, evaluate and prioritize opportunities and lead the development of plans for the improvement of and expansion of government funded services, including
- leading the response to government/public sector RFPs
- ensuring appropriate modeling, integrated planning, and transition of new business opportunities into the broader organization
- advocating for changes in relevant legislation and regulation to enable the advancement of LifeLabs’ corporate strategy
- Oversees the execution of strategy within functional area, allocating organizational resources in alignment with strategic plans and priorities and understanding and growing government business
Partnership and Relationship Management
Develops a strategy and plan to deepen relationships with our Government partners in Western Canada to establish and maintain a strong external presence and position LifeLabs as a partner of choice.
- Establishes and maintains excellent relationships with Government decision-makers in Western Canada, including Ministers of Health and their staff, Executive Officials and staff of regulatory bodies across targeted provinces in Western Canada in order to maintain LifeLabs position as a trusted advisor to governments
- Understands the political and policy climate of health care in Western Canada and aligns LifeLabs’ strategy to that of the provincial governments
- Works independently and collaboratively, making timely decisions to involve the SVP, Government Markets and CEO and/or other ELT in policy meetings / lobbying
- Delivers regular representations on key industry issues. Mobilizes and engages key stakeholders and the industry at large on key issues
- Acts as media spokesperson for policy issues
- Represents LifeLabs in government and industry consultations/initiatives/committees and working groups
Proposal Development
Drives the development of LifeLabs’ public policy positions and proposals to government policymakers in Western Canada, as well as other influential non-governmental stakeholders who have influence on policymaking. Executes thought leadership initiatives to further advance our policy positions.
- Communicates frequently with government stakeholders and industry associations to maintain a current level of understanding of relevant public policy issues facing LifeLabs
- Uses political and commercial acumen to establish relationships and build and expand LifeLabs’ offerings in targeted provinces in Western Canada
- Proactively monitors the trends affecting the community lab industry and informs ELT and SLT in order to maximize our opportunities to win in the market
- Advances issues and positions by developing public policy positions, messaging, thought leadership, collateral materials and engagement strategies required to support the achievement of LifeLabs’ objectives
- Lobbies government decision-makers in pursuit of LifeLabs objectives
Develop and Mobilize Internal Teams to Support Growth
In partnership with the SVP, Government Markets and other Senior Leaders in the Government Markets team, mobilizes and focuses team members across GM to directly influence government decision-makers to positively influence outcomes.
- Monitors the activities of the government within the region, and prepare reports and presentations on items of interest/concern to LifeLabs
- Ensure adherence to all government regulations, procurement laws, and ethical standards
- Develops a political engagement strategy on behalf of LifeLabs for Western Canada
- Supports cross-LifeLabs efforts on Government Markets initiative
What you bring to the role:
- Bachelor’s degree in Business Administration, Public Policy, or related field (Master’s preferred)
- Minimum 10-15 years of senior leader experience in government sales, business development, or partnerships, with a proven track record of securing large-scale contracts
- Executive-level experience building relationships within the Government
- Strong preference for experience within the Healthcare industry
- Ability to develop strategic business development and revenue growth plans and execute them effectively
- Strong financial acumen
- Strong knowledge of government procurement processes and compliance requirements
- Exceptional leadership, negotiation, and communication skills
- Strategic thinking, Business Acumen and Business Development with governments
- Excellent judgment and maturity
- Exceptional writing and communication skills
- Ability to juggle multiple responsibilities/conflicting priorities with high quality of execution and performance
