IO’s Finance, Technology, and Lending Enterprise Team ensures that IO is a financially efficient and effectively managed organization and that the agency’s finances are monitored, reported, and managed appropriately. 

Position Summary:

Reporting to the Director, Capital Program Financial Management, the successful candidate will provide strategic input, manage, lead, and monitor Resource Planning across the organization and provide strategic input into the financial reporting and cost recovery processes for all ministry clients. 

What you will do: 

  • Support the Director, Capital Program Financial Reporting in managing client/partner ministry relationships and acting as a departmental influencer and contributor to development of staff peers within the Procurement and Program Management division 
  • Lead stakeholder engagement to ensure continuous improvement and identify and implement potential changes. 
  • Lead and oversee the development of related financial materials required by Corporate Finance for financial planning, forecasting, quarterly financial performance reviews and project surplus or loss determination in support of EMT meetings and IO Board reporting. 
  • Support cash flow forecasting, updates of projects/programs on a quarterly basis for Project Delivery, Development and Commercial Projects for client ministries.  
  • Support planning, tracking and recovery of IO's resource cost requirements to enable IO clients to secure related funding.  
  • Support the preparation of project financial documentation such as cash flows in preparation of Treasury Board and/or Strategic Planning Process submissions for projects and/or programs being delivered, or to be delivered, by IO 
  • Support the Director, Capital Program Financial Reporting by identifying funding shortfalls on a cyclical basis  
  • Support the submission of quarterly reporting to Ministries and act as a delegate for the Director, Capital Program Financial Reporting as required with client Ministries. 
  • Identify areas where manual processes can be automated to enhance efficiency, accuracy and/or productivity. 

 

What we are looking for: 

  • Several years of progressive professional experience including experience in: accounting and cash flow analysis; operating budget development; government approvals and/or interaction with government funding processes 
  • Ability to successfully manage the client while at the same time maintaining interpersonal relationships 
  • Proven ability to work effectively with both internal and external stakeholders to provide information on time and manage expectations 
  • Ability to manage different projects/clients concurrently and prioritize tasks with competing deadlines. 
  • Strong negotiation and persuasion skills to support the resource planning process. 
  • Ability to demonstrate historical data for comparison purposes to gain agreement from department leads

The salary range for this position is$99,800 to $149,700with a corresponding job level ofP5.
