The Town of Cochrane is seeking a Manager, Legislative Services to provide leadership and expertise in legislative processes, governance, and municipal law. Reporting to the Director of Legislative & Administrative Services, this role is pivotal in ensuring transparency, efficiency, and compliance in the Town’s legislative functions.

What You’ll Be Doing:

  • Leading legislative processes, including agenda preparation, Council support, and policy development.

  • Overseeing the Municipal Bylaw Registry, contract retention, and records management.

  • Managing the Town’s insurance portfolio, ensuring proper documentation and claims reconciliation.

  • Administering elections, plebiscites, and municipal census processes.

  • Acting as the Assessment Review Board and Subdivision Development Appeal Board Clerk, guiding quasi-judicial processes.

  • Providing expertise on Freedom of Information and Protection of Privacy (FOIP) and other legislative matters.

  • Leading a team of professionals to support governance best practices and legislative excellence.

  • Overseeing procurement team and  processes, including overseeing Requests for Proposals (RFPs), tenders, and vendor evaluations to ensure alignment with municipal regulations and strategic objectives.

What You Bring:

Education & Experience:

  • Post-secondary education in Public Administration, Political Science, or a related field.

  • 5-7 years of municipal government experience, with expertise in legislative and procedural processes.

  • A Local Government Studies Certificate or National Advanced Certificate in Local Authority Administration (NACLAA) (Phase II preferred).

  • Strong knowledge of legislation, municipal law, records management, and FOIP.

  • Project management experience is a strong asset.

Skills & Abilities:

  • A strategic thinker with political acumen and the ability to navigate municipal governance.

  • Strong leadership and team development skills.

  • Excellent communication, conflict resolution, and stakeholder engagement abilities.

  • High proficiency in legislative compliance, procurement, and contract management.

  • Detail-oriented with strong analytical and research capabilities.

This position pays between $127,207 and $135,897 per year.
