ABOUT THE ROLE / WHAT THE ROLE OFFERS

Under the leadership of a Head of Program Management, the role of Program Manager oversees development, resilience and/or humanitarian projects, and are accountable for their success, through dedicated support and availability to Country Office program delivery staff. They do this work aligned to CARE Canada’s values and approaches, with decolonisation as a core principle. They lead CARE Canada’s project-specific relationship with our funders, working closely with Country Office leadership to maintain strong in-country ties with donors. As Project Lead of a matrix programs team structure in CARE Canada, they effectively oversee an internal project matrix team, with finance & program quality colleagues across the Global Program Department, to fulfill their responsibilities across the Program Management cycle. They are accountable for the success of donor reporting at all levels, playing an enabling role for Country Offices to fulfill these contractual responsibilities to our donors.  

 

WHAT YOU OFFER / ABOUT YOU 

 

  • Significant experience in implementing development, resilience and/or humanitarian programs, including a portion of this experience gained in the Global South. 

  •  
  • Significant experience and commitment to promoting gender equality and implementing gender transformative programs. 

  •  
  • Experience working at multiple levels of the project cycle including one or many of the following: design, delivery, reporting, evaluation; additional sectoral technical assistance experience would be an asset. 

  •  
  • Demonstrated ability to build and maintain positive working partnerships with stakeholders, in particular Country Offices, partners, local organizations, donors, and government officials.  

  •  
  • Demonstrated ability to develop and manage project budgets of significant size and scope.  

  •  
  • Ability and experience working collaboratively in a matrix management structure. 

  •  
  • Demonstrated knowledge, expertise, and passion for international development, resilience and/ or humanitarian work with a focus on quality programs; in particular, an understanding of current trends, opportunities and challenges facing this sector. 

  •  
  • Experience and willingness to travel to and work in complex and/or insecure environments. 

  •  
  • Related studies in international development or a related field or equivalent combination of work experience and education. 

 

WHAT WOULD MAKE YOU EXTRAORDINARY 

 

  • Previous experience managing complex Global Affairs Canada funding, including familiarity with Contribution or Grant Agreement requirements, negotiations and execution. Experience of working with other donors is an advantage.

  • Exceptional communication skills, in both French and English.   

  •  
  • Specialized technical expertise, particularly in the areas of the CARE 2030 Program Strategy (gender equality, crisis response, food and water, economic justice, health, and climate justice).  

  •  
  • Demonstrated success working in large and medium sized global organizations.

Promote and maintain an organizational culture that advances gender equality, reduces power abuse and inequalities, and fosters trust and safety.   

 

Create an environment within CARE's workplaces, programming, and communities where CAREworks thatis free from sexual harassment, sexual abuse and sexual exploitation and child abuse (SHEA-CA).    

 

Ensure high standards of prevention and response measures for SHEA-CA are in place consistent with theCARE International (CI)Safeguarding Policy and Safeguarding Code of Conduct.
