The Alcohol and Gaming Commission of Ontario (AGCO) is a regulatory agency that reports to the Ministry of the Attorney General. The AGCO is responsible for regulating the alcohol, gaming, horseracing, and cannabis retail sectors in Ontario, in accordance with the principles of honesty and integrity, and in the public interest.

The Human Resources Branch is seeking an experienced Manager, Total Rewards to drive the strategic and operational management of our compensation, benefits, and pension programs. Reporting to the Senior Manager, Human Resources Operations, this role ensures competitive and comprehensive reward structures that support employee well-being and organizational success.

 

In this role, the successful candidate will:

  • Develop and administer comprehensive compensation, benefits, and pension programs.
  • Create and manage policies to ensure effective program administration, maintaining compliance with collective agreements and legislation (e.g., pay equity, ESA) while offering competitive packages for employees.
  • Research external trends and conduct benchmarking in compensation, benefits, and pensions, providing recommendations to keep AGCO’s offerings competitive.
  • Plan and execute projects from inception to close-out, focusing on building and maintaining strong relationships with key stakeholders.
  • Provide leadership and expertise in reporting analytics, collaborating across functions to deliver clear, strategic, data-driven recommendations and presentations.
  • Oversee HR transaction processes, ensuring accurate and compliant execution of changes (e.g., new hires, terminations, wage adjustments, transfers) in accordance with policies and procedures.
  • Provide day-to-day proactive oversight of the HR Operations team, ensuring excellence in service and operations.
  • Address payroll-related challenges by collaborating with payroll staff and stakeholders to implement solutions that ensure accuracy and compliance.
  • Administer wage and salary programs, ensuring the team’s proper handling and adherence to procedures.
  • Serve as the primary resource for job evaluation, conducting thorough evaluations of AGCO positions to ensure consistency, fairness, and alignment with organizational standards.

The ideal candidate will have:   

  • University degree in HR, business administration, data sciences, or a related field, along with professional certifications such as Certified Human Resources Leader (CHRL) preferred.
  • 5+ years of experience in establishing and maintaining compensation structures.
  • 5+ years of experience in HR Analytics, Business Intelligence, Data Analytics, and/or related fields.
  • Experience with job evaluation methodologies, with a preference for the Hay point method.
  • A high level of functional HR knowledge supporting data exploration and trend analysis, with the ability to develop meaningful recommendations from data analyses.
  • Advanced knowledge of compensation and payroll practices.
  • Strong practical knowledge of ESA, Human Rights, Pay Equity, and other related legislation and regulations.
  • Experience leading a team and projects ensuring smooth implementation.
  • Advanced skills in Microsoft Office applications (Word, Excel, PowerPoint, and Visio), with demonstrated experience in building reports and dashboards.
  • The successful candidate must be eligible to work in Canada and will be subject to a criminal background check.
