Proposals Manager
The Role:
The Proposals Manager works closely with other members of cross-departmental teams in planning and managing the proposal preparation process. The Proposals Manager is a strategist who can envision the final proposal in totality, and holds responsibility for delivering high quality proposals on deadline.
Main Responsibilities:
- Manage the preparation of proposals in accordance with company processes, including formal kick-off, peer, pricing and management reviews, preparation of proposal plans and bid schedules, identifying the personnel needed, delegating responsibilities and monitoring the progress of each proposal to ensure their timely submission
- Review and analyze incoming customer request documents in order to identify all technical, programmatic and commercial issues and red flags for further discussion with relevant functional areas within OSI and the customer and ensure all affected functional areas are provided with relevant documents and other information to support proposal preparation activities
- Co-ordinate and lead the writing, editing and production of proposals; compose/compile compelling, well-written technical and sales documentation for inclusion in proposals and other promotional materials; develop or acquire any graphics required for proposals.
- Review proposal draft and final versions for responsiveness to customer requests, thoroughness, accuracy, costing accuracy, quality and effective design and layout
- Ensure that all steps have been taken to develop the best pricing and most responsive proposal while minimizing any associated risk to OSI
- Ensure that costings and proposals have been reviewed by all relevant stakeholders and approvals are done as per the Signing Authority Matrix
- As required, after each major proposal submission, hold "proposal lessons learned" staff meetings and incorporate feedback into future proposal submissions
- Support the development of proposal processes including new tools, concepts, metrics, boilerplates, and procedures for proposal and estimating development
- Undertake administration activities for assigned proposals (such as tracking in JIRA) and ensure that all relevant proposal and associated material is organized and available on designated repository and SharePoint site
You Bring:
Education: University or college education in related area and/or related working experience
Experience: Minimum 2 years of experience with software, hardware, system engineering on integrated systems (preferably in maritime systems) and minimum 2 years’ proposal / project coordination experience.
Skills: Strong interpersonal, time management, communication, leadership and motivational skills; ability to influence without authority and to inspire outstanding work from team members with a range of experience and technical abilities; detail-oriented; possesses sufficient technical understanding of the products; is a strong technical writer, has an understanding of costing issues (labour hours, internal vs. subcontractor breakout, marketplace competition, etc.); proficient in Microsoft Office Suite, particularly Word and Excel.
Other: Eligible to obtain government security clearance; may be required to work additional hours and/or weekends, as needed, to meet deadlines
