ABOUT THE POSITION

The Assessments Quality Assurance Analyst is responsible for monitoring internal Assessment processes and identifying and reporting trends to leadership.  This role also ensures alignment with internal and external policy obligations while taking a business-oriented practical approach to risk-based challenges and offering appropriate solutions.

 

This role reports to Manager, Assessments and Completions

This position does not have direct reports.

RESPONSIBILITIES/ACCOUNTABILITIES

 Vendor Management:  

  • Builds and maintains relationships with key stakeholders and works closely with the Exams Coordinator, Assessments Coordinator, and team Supervisors to create efficient processes and resolve issues
  • Identifies, develops, and implements strategies to increase the efficiency of processes within the department and improvement of vendor services
  •  Oversees procurement, contracts, and supply chain for Assessments department, including venues, invigilation, and verifiers
  • Builds, maintains, and approves exam venue approval process

Quality Assurance:  

  • Works closely with the Exams Coordinator to create, coordinates, and conducts invigilator and assessor training for service providers and internal SkilledTradesBC team members 
  • Provides expertise, guidance, and management on key issues as they arise, ensuring appropriate response and future mitigation is built into the organization’s ongoing processes
  • Works closely with the Supervisor, Performance Assessment to ensure consistency, fairness and quality of assessments are completed for all practical evaluations

Project Management: 

  • Leads Assessment department projects as assigned to ensure that team projects are completed on-time with available resources
  • Leads project update meetings by providing information on project milestones and assigning tasks as needed
  • Coordinates with other business groups to align project deliverables and identify efficiencies within cross-departmental initiatives

Analysis: 

  • Works closely with the Strategy & Performance team to collect, monitor and analyze data to support organizational and departmental objectives  
  • Identifies ways the Assessment department can help the organization achieve the strategic goals and mandate requirements
  • Builds, deploys, and maintains systems to monitor and evaluate efficacy of internal processes and initiatives as it relates to exam and practical assessment success
  • Generates and reviews data reports and analyzes data for markers that may indicate exam or class issues; provides recommendation to leadership on how to resolve issues or findings

Policy and Process Alignment:

  • Works with Manager, Assessments to develop and execute an annual Audit Plan for the Assessments department
  • Performs audits of SkilledTradesBC approved exam venues, practical assessment, and testing centers to ensure adherence to SkilledTradesBC standards
  • Reports audit findings to venue and government agents, recommends activities to improve and adhere to exam security and SkilledTradesBC assessment requirements
  • Reviews new business initiatives from a policy and process perspective and provides guidance to the leadership team on requirements or potential implications
  • Documents requests for policy and process reviews and revisions
  • Evaluates alignment with internal and external policies regarding assessments Investigates assessment incidents or escalations and ensures that corrective actions are implemented, if required

Financial Oversight:  

  • Receive, process and track invoices for vendors
  • Processes payments for grants and funding paid to training providers
  • Works closely with the Manager of Assessments to forecast department budget and year end accruals

EDUCATION/EXPERIENCE 

  • A post-secondary degree in Business Administration or equivalent is preferred; combination of education, and experience will be considered
  • 2+ years demonstrated ability to develop and maintain relationship with senior stakeholders
  • Exceptional attention to details and strong analytical skills are essential
  • Proficiency in collecting, interpreting, and filtering data is necessary
  • Proven experience in leading projects, with a strong familiarity with project management software and processes
  • 3+ years of related experience, including experience in policy and processes, reporting, risk management, and operations; or an equivalent combination of education, training, and experience
  • Knowledge of assessment and apprenticeship training policies and procedures is an asset  
  • Demonstrate ability to plan and think strategically, with a track record in planning, risk management, and process improvement

COMPENSATION 

Salary Band D: $70,775- $95,755
