ABOUT THE POSITION

We are currently looking for one (1) Training Investment Analyst for a permanent, full-time role.

The Training Investment Analyst is responsible for coordinating the annual training plan process, training delivery budget, training plan analysis, and system reporting for public post-secondary institutes and non-public training providers and guiding SkilledTradesBC funding decisions related to the delivery of trades training. The Analyst works closely with the Trades Inclusion & Access Departments to ensure timely tracking of payments for community-based programs, and with the Finance team in all areas of funding/training investment processing and forecastingThey also work with Strategy & Performance Team in the use of SkilledTradesBC data to support training investment decisions and program design discussions. 

 

RESPONSIBILITIES/ACCOUNTABILITIES

Funding & Program Management: 

 

General 

  • Overall full-cycle training plan and funding process
  • Analyze training plans for each training provider to understand the programs, seats & intakes requested, and the cost per seat to SkilledTradesBC, in accordance with SkilledTradesBC’s funding framework 
  • Review, analyze and monitor training plan submissions and ongoing delivery by all funded training providers against projected system demand to ensure SkilledTradesBC’s investment in training delivery is fully utilized
  • Support training providers with current and historical funding and training information to support planning where needed
  • Track and participate in the review of additional funding requests to meet training demand or support new delivery models/approaches aligned with SkilledTradesBC’s mandate 
  • Assess and report on public and non-public training provider performance using metrics defined by the system’s performance management framework and funding agreements
  • Review and report on historical trends, future demand data, regional issues, training strategies and industry input
  • Prepare ad hoc reports related to training investment for government, program and strategy changes, special projects, industry, training providers, and other stakeholders and assist with other data analysis duties as necessary
  • Provide analysis to support the review of current funding agreements and models, and potential development or update of SkilledTradesBC’s funding framework 
  • Proactively participate in calls, meetings and campus visits with public and non-public training providers to help find new approaches and solutions to funding and programming issues, and to develop and maintain strategic relationships with training partners
  • Work with external data partners and trades administrators (e.g. TTBC) in the continued improvement of trades training data and the training plan process
  • Proactively inform or flag leadership of any significant trends and issues affecting demand and supply for trades training seats 

 Public Training Providers 

  • Conduct mid-year and annual reconciliation processes comparing planned versus actual training delivery during the current fiscal year, and provide analysis and recommendations to allow for the adjustment of funding payments to training providers as appropriate
  • Provide financial information to generate monthly payments to training providers 

Non-public Training Providers 

  • Lead or support the processing of training provider invoices in alignment with approved training plans, including the confirmation of student eligibility for payment
  • Provide financial information to generate and/or update Master Services Agreements

Project Management & Support:

Project Management 

  • Lead Training Investment projects directly related to funding and training investment, managing scope, time and deliverables throughout the process
  • Use SkilledTradesBC-approved PM methodology, tools and documents to help ensure project success, and to provide visibility and updates to project team members, MLT/SLT/ELT as appropriate
  • Liaise and collaborate with team members and other departments to ensure that deliverables are met within the project schedule
  • Focus and lead projects that introduce new and improved reporting approaches to organize, analyze and visualize funding information that is timely, intuitive and accessible to end-users and leadership

Project & Program Support 

  • Conduct analysis and provide expertise and input to project teams regarding training investment, and impacts to training providers or SkilledTradesBC resulting from project or programming decisions
  • Support the assessment of funding needs to ensure that end results address identified problems
  • Conduct data analysis and provide departmental insight on impacts of adopting and implementing various training delivery funding options
  • Support the design of reports/dashboards for relevant stakeholders 

Department Financial Management:

  • Provide guidance and input to the department’s annual budget submission
  • Review monthly spending to ensure costs are accurately captured and reported as they occur
  • Update annual spending forecasts; communicate changes with Finance department to ensure accurate budget projections 
  • Actively participate in periodic audit and forecasting activities by preparing reports on training plan budgets and spend as well as forecasting funding overages/shortages to identify areas requiring more/fewer resources throughout the year
  • Support Finance Department’s year-end processes by estimating possible unreported outstanding costs and ensuring early reconciliation of training provider payments

EDUCATION/EXPERIENCE

  • Post-secondary degree in Business or a related field, or an equivalent combination of education, training, and experience is required
  • A Certified Business Analyst or Accounting Designation is preferred
  • Proven accounting experience with a strong understanding of financial concepts including accruals and forecasting
  • 3 years’ experience in a detailed and complex business or financial analysis role 
  • Ability to work with large amounts of data and conduct financial analysis to create reports and summaries that effectively communicate information 
  • Excellent organizational and project management skills, with ability to lead multiple tasks with competing priorities  
  • Experience working within the trades training system and/or the public post-secondary education system would be an asset
  • Previous experience within public sector, public education or trades training environment is preferred 
  • Advanced proficiency in Excel, with data  analysis skills 
  • Strong attention to detail

COMPENSATION

Salary Band D: $70,775- $95,755
