The Manager, Facilities and Industrial Security is a crucial, highly-visible role that works to ensure: (i) OSI’s facilities support operations, and (ii) compliance with Canadian government and international industrial security and controlled goods requirements. The ideal candidate will combine knowledge of facilities services management with duties as Alternate Company Security Officer (ACSO) and Designated Official (DO) providing expertise and guidance on industrial security and controlled goods matters across the organization in close conjunction with the Company Security Officer (CSO).  

 

Main Responsibilities:

Facilities Management:

  • Supervise a team of facility staff and contractors, providing guidance, training and performance evaluations;
  • Oversee the day-to-day operations and maintenance of all company facilities, including office spaces, production areas and common areas;
  • Ensure the facilities are safe, clean, and functioning at optimal levels;
  • Supervise building and facility maintenance activities such as cleaning, HVAC, plumbing, electrical, lighting, elevators and safety systems;
  • Coordinate facilities-related activities to minimize disruptions to daily operations;
  • Develop and implement sustainability initiatives to reduce energy consumption, waste and environmental impact; and
  • Monitor utility usage and work to implement cost-saving and environmentally friendly solutions.

Facilities Project Management:

  • Collaborate with other departments to address operational needs and ensure facilities projects are supporting organizational goals effectively;
  • Plan, coordinate, and execute facilities-related projects such as office relocations, renovation projects, and new facility setups;
  • Ensure that all projects are completed on time, within budget, and meet the required specifications; and
  • Provide recommendations for improvements or upgrades to facilities and infrastructure.

Industrial Security and Controlled Goods:

  • Supervise security and controlled goods staff, providing guidance, training and performance evaluations;
  • Act as Designated Official and Alternate Company Security Officer on behalf of organization;
  • Provide training, advice and guidance on a variety of security and controlled goods subjects across the organization and at various levels of seniority (including new hire orientation and security briefings);
  • Monitor and, as needed, execute and administer security clearances and visitor requests in accordance with Government of Canada requirements;
  • Monitor and, as needed, execute and administer controlled goods and approvals (e.g. export permits) in accordance with Government of Canada and foreign government requirements;
  • Develop internal relationships across the organization to understand operational objectives while educating and ensuring compliance to security and controlled goods processes and requirements;
  • Working with project teams to meet project specific security requirements and ensure compliance;
  • Continuously improve and contribution to security and controlled goods policies, procedures, workflows and tools;
  • Take ownership of security and controlled goods related issues to resolve promptly;
  • Participation in and leading aspects of audit preparation and government audits;
  • Internal reporting on key performance indicators and compliance;
  • Reporting to various government agencies; and
  • Other duties as required.

 

You Bring:

  • Relevant diploma or degree, or equivalent combination of industry experience;
  • 3 – 5 years’ of experience in facility or project management with a preference for experience in office and manufacturing facility improvements;
  • Knowledge of Canadian security and controlled goods regulations, familiarity or expertise with international security and controlled goods regimes considered an asset (USA ITAR / EAR / OFAC, Germany, UK);
  • 3 – 5 years’ experience working defence industry with specific experience and depth in knowledge of security and controlled goods;
  • Depth in analysis, critical thinking and exercising judgement;
  • Excellence administrative record keeping and detail orientated;
  • Ability to work independently on tasks and self-prioritize;
  • Ability to develop cooperative relationships and deliver concise and effective communication;
  • Ability to work in an environment of change with a mindset of continuous improvement in the absence of defined roles and organizational structures; and
  • Must be eligible to function as Designated Official and Alternate Company Security Officer.
