Environmental Planner / Regulatory Specialist
CCI Inc. has an immediate opening for a full-time, Environmental Planner with a specialty in regulatory permitting and reporting. This position is a term role of 12 - 18 months with the possibility of extending to permanent full time employment. The candidate will work in our Environment and Regulatory Division conducting project environmental planning, permitting and field services, including assisting project teams in the preparation of technical documents that support regulatory strategies, application development and submission. The candidate will also be responsible for coordinating and managing discipline-specific fieldwork and reporting.
Location:
This position is a full-time role beginning immediately, based out of our Cochrane office. This role is office based with field presence as required, and the candidate must have the ability to travel to various job sites when needed, including some weekends.
Job Highlights:
The Environmental Planner’s primary focus will be to coordinate project proposals, discipline specific environmental assessments and surveys and regulatory applications and permit acquisition. The candidate will be expected to participate in team and independently based work. The candidate will also be expected to support the implementation of CCI’s Health, Safety and Environment policies and develop and follow safety plans during the execution of all phases of project planning and implementation.
Accountabilities:
CCI has become a leader in environmental planning for energy, transportation, and industrial developments in western Canada. The following are the responsibilities for this position:
- Project management, coordination, and oversight on a wide range of projects;
- Have a working knowledge of and keep up to date with applicable provincial legislation and regulations in AB and BC related to oil and gas and energy development and operations and the forestry sector;
- Have a working knowledge of and keep up to date with federal legislation and regulation administered by the Canada Energy Regulator, Fisheries and Oceans Canada and other applicable federal regulatory bodies;
- Coordinate, support and conduct discipline specific environmental assessments and surveys;
- Compile, and analyze environmental survey l data and prepare technical reports and regulatory applications
- Prepare environmental background reports, construction recommendation reports and environmental protection plans;
- Prepare regulatory applications and lead regulatory permitting and approvals processes;
- Participate in construction planning, providing advice to ensure compliance with project requirements;
- Participate in construction footprint planning, providing advice to ensure regulatory compliance;
- Monitor and report on construction activities and compliance with applicable environmental requirements and commitments relevant to project construction and operations;
- Satisfy project requirements, including regulatory and stakeholder commitments, regulatory conditions and regulatory reporting through the duration of a project;
- Support the environmental and regulatory team and other divisions within CCI with technical guidance and environmental planning, permitting and coordination duties;
- Review, manage and compile all project documentation;
- Liaise with clients, construction personnel, stakeholders, and regulators; and,
- Quality and safety-oriented mindset.

Qualifications:
- M.Sc. or B.Sc. in biology, agrology, or related field (or equivalent diploma with experience) with environmental planning related experience in Alberta and BC;
- Eligible for professional designation under the Alberta Society of Professional Biologists, the Alberta Institute of Agrology, or equivalent professional organization;
- Knowledgeable of environmental planning of pipeline, civil and road construction projects;
- Knowledge of provincial and federal environmental regulatory requirements as it pertains to energy and transportation projects;
- Experience supervising and coordinating field crews;
- Valid Drivers License;
- Professional demeanor;
- Excellent interpersonal, communication, planning, problem-solving, and organizational skills;
- An excellent communicator and team-player, able to work within a multi-disciplinary team environment with a positive attitude;
- Detail-oriented and have strong organizational skills;
- Willingness to learn and take additional responsibilities; and
- Quality and safety-oriented mindset.
Other Assets (Skills and Training):
- Professional Biologist (P.Biol.) with the Alberta Society of Professional Biologists, Professional Agrologist (P.Ag.) with the Alberta Institute of Agrology or equivalent;
- Experience conducting or assisting with other biological surveys is an asset;
- Experience planning, securing regulatory authorizations and overseeing compliance on linear development projects;
- Experience conducting environmental monitoring or environmental inspection roles and tasks and construction and/or post-construction monitoring projects;
- Experience using various software, including Word, Excel and ArcGIS;
- Knowledge of Esri-based field and office products;
- Technical writing; and
- Safety training courses required to work in Alberta and BC.
