The Role
Reporting to the Project or Program Manager, the Technical Project Manager leads the Project technical team to successful delivery of OSI systems and solutions. They are accountable for schedule, cost, resource forecasting and delivery of the project’s technical scope according to the requirements of the contract and the agreed project fiscal baseline.
Key Responsibilities
- Responsible for managing projects worth $10 million - $25 million.
- Responsible for costing (estimation) during the proposal stage and for reviewing and validating cost estimates for engineering change requests. Collaborates with Subject Matter Experts to derive labour effort and costs.
- Acts as the central point of contact between technical disciplines (mechanical, electrical, software, systems, ILS, etc.), driving high-level planning to ensure alignment. Maintains design consistency and ensures all teams are working toward shared objectives.
- Responsible for developing and managing the project schedule, incorporating the project plan, contract specifications, labour estimates, and task dependencies. Keeps the schedule on track by coordinating engineering activities, resolving issues, reviewing designs, adapting to changes, and recommending necessary actions.
- Responsible for risk management for the technical elements of the project.
Works closely with the Program manager and or Project manager, Project Coordinator, Project Accountant to support financial reporting, project procurement and logistics. - Collaborates with Project Manager to develop and agree project objectives by reviewing project proposals, contracts and plans.
- Develops, manages, and executes end-to-end project plans and ensures on-time delivery of all project deliverables.
- Works in partnership with the project discipline leads to ensure technical solutions stay within budget and on schedule as per the contract.
- Acts as a key technical point of contact with the customer.
- Responsible for identifying required project resources and for defining the responsibilities of the technical roles.
- Tailors project phases, and defines work breakdown structure, and work packages for the technical team. In accordance with the program/project plan and contractual mandates
- Responsible for reporting team progress and major design decisions to PM
- Controls project scope by managing engineering changes using company and/ or contractually agreed engineering change process.
- Review, and sign-off deliverable documents for the project.
- Collaborates with Project Manager, and Lead Systems Engineer to plan and facilitate technical gate reviews.
- Collaborates with Project Manager to provide performance review feedback to the team.
- Monitors compliance to applicable codes, QA/QC policies, performance standards, regulations and specifications and project security requirements.
- Responsible for coordination with Supply Chain, Production and Engineering to ensure that manufacturability considerations have been incorporated in the design.
You Bring
- Bachelor’s degree in an engineering or technical field, combined with at least 5 years of experience in complex system design and delivery with at least 3 years as a project or team lead.
- Excellent leadership skills
- Excellent time management and organizational skills.
- Excellent verbal and written communication skills (technical and non-technical) with internal, and external stakeholders
- Ability to engage and collaborate with systems, mechanical, electrical, ILS, and software engineering disciplines; as well as production and supply chain.
- Fosters an inclusive working environment.
- In depth understanding of the project delivery life cycle within defense procurement
- Excellent design knowledge and ability to perform cost/capability trade off decisions.
- Mentorship and performance management ability
- Familiarity with engineering change processes
- Familiarity with configuration management processes
- Familiarity with production processes, inventory processes, and ERP systems (i.e. Epicor)
- Knowledge of tasking software (JIRA preferred etc.), scheduling software (Primavera 6 preferred, MS Project etc.) is an asset.
- Experience in marine electronics and integrated bridge systems, a significant asset

- Max hiring rate $145,000.00
